Anti-doping authorities recognise that not all athletes or events require the same level of regulation. By identifying certain events, anti-doping authorities can apply more flexibility to athletes competing at lower levels, where appropriate.

The declared events supports the definition of a National-Level Athlete under Sport Integrity Australia's approved anti-doping policies. It also helps define a Lower-Level Athlete by exclusion. 

Who is considered a National-Level Athlete:

  • Athletes preparing for or competing in any of the declared events listed on this page.
  • Athletes included in our Registered Testing Pool, National Testing Pool or Domestic Testing Pool.

Who may be considered a Lower-Level Athlete:

  • Athletes who do not compete in any declared events listed
  • Athletes who are not in our Registered Testing Pool, National Testing Pool or Domestic Testing Pool.

For Lower-Level Athletes, our CEO has the discretion to decide whether to proceed with an anti-doping matter. If a violation is proven, our CEO will have greater flexibility in imposing a sanction.

This discretion relates only to non-testing anti-doping rule violations, such as:

  • Possession of a prohibited substance or prohibited method
  • Trafficking of a prohibited substance

Not meeting Declared Event threshold

Some sports may not have any events that meet the threshold to be a Declared Event. 

This does not mean the event is less important. 

It simply reflects that athletes competing in these are considered Lower-Level Athletes for anti-doping purposes. It also recognises that athletes at lower levels may not have received the same level of education as those athletes at higher levels.

Note: The declared events list should not be used to determine if an athlete requires a Therapeutic Use Exemption (TUE).
